The DORA layer is taught honestly as a deliverable, NOT a verdict: the engine emits a signed Register of Information (xBRL-OIM) + crosswalk, never a 'DORA-conformant' statement (the fairness verdict belongs to the AI Act / ISO, and it closes GREEN after treatment).
